The MEFO bills had matured and that was a day of reckoning because those notes were redeemable for RM. Cashing those out would then require money creation and big inflation would happen if they circulated all that new RM that was needed to pay off those notes. The MEFO notes financed Germany's rearming from 1933 - 1938 but when the money bacame due (to be paid to the civilian German industries that purchased those notes to finance Germany's rearmament) Hitler fired his central banker Mr. Schacht and appointed his flunkies to run the central bank to perpetuate the financing any way they could, it ended up being at the expense of the German people and the destruction of Germany. Germany was also at the time of the war paying interest to the bank of england (central bank) using the gold reserves of the countries they were annexing, the more they warred the more financing from the bank of england was needed, it would not stop until Germany was destroyed. The central bankers financed the axis as well as the allied fighting. AH had to pay for his dinner though, he tried sneaking out the back door but he had to start the war to pay the bank of england.

It was many people's faults. AH was the man at the top of the heap though and became the scapegoat for all of Germany's failings.

I already gave you what I believe, there is no one person responsible. The 1929 great depression (yea, a real depression) can be the "who" you seek, or maybe the Treaty of Versailles that reduced Germany's pre-WW1 land mass putting further need for importing raw materials which got the unsustainable spiral started. There is still some real material available on the internet that can better put things in perspective if you are actually curious about the who, why and whats. The taking of the bank was just a sympton og AH's desperation to save the German economy as he was still concerned about maintaining his position, so desperate he was willing to destroy Europe to maintain his position. Like all politicians, AH believed the end justified the means which included the option of war (same as current USA policy).
