In this particular case the claims as stated are meaningless and can be applied to anything, but they also imply a lot. What makes them sound meaningfull is the implications, but what is implied is easily disproven. The problem is when you disprove the implications the believers of this stupid shit will just claim that the implications were never part of the clam.

For starters it implies that not having sex drives people to do mass shootings. But not only do 99.99999% of people who are not having sex also not shooting anyone, but the vast majority of mass shootings are gang violence. And mass shooting are on the rise along with sexual promiscuity. The further back you go the more conservative and reserved people were. It is the sexual degeneracy of the country that correlates positively with increases in mass shootings.

It also implies that if only the shooters were offered sex they would not do what they did, but the reality is prostitutes are available to everyone. If the driving force was sexual frustration they would get a hooker and not shoot anyone because obviously that has far fewer consequences. Clearly the motivation for the shooting has nothing to do with sex.

Meanwhile, as sexual beings, nearly everyone is sexually frustrated to some degree. Most married couples do not have regular sex. Most people really want to have sex with more attractive parters that they are simply not able to get. Most people would want to have sex more often than they are. So if you interview anyone about anything you can link sexual frustration to it.
