I'm not a cop and I'm not a lawyer but shooting someone because they deny you access to a restroom is not a legal reason to shoot someone.

If someone did try to prevent someone from using a restroom the appropriate action would be to call the police perhaps but not to shoot someone it is my opinion that this is perhaps 100% a terrorist threat which is a felony except for the fact that he's not making that threat directly to anyone specific
