It highlights very weak arguments against women's suffrage to the point I have to wonder if that is the intention. (It is certainly just a cartoon).

It is satire. It is slander against those who oppose the movement insinuating that they are panicking, unfair, and want women locked up.

In reality the people pushing for sufferage were men who's motives were to gain those votes for themselves by proxy. They knew women would be far easier to manipulate than men.

Employment rates fluctuate depending on economic conditions which are always changing over time. Prior to first wave feminism, a major influence in female participation in the workforce is war-time conditions.
