It's one more facet of their plan to depopulate by a thousand cuts. Every tactic they use shaves off a proportion of the birth rate. In this case, when you bang your relatives, you should be double extra careful about birth control. Their plan is to degenerate society into perversion, so everyone is getting off all the time, but none of it results in reproduction.
