I think even repealing the age of consent altogether would be better than the current system. If she is really young, you could just try to justify in court that she was too young to consent, just by demonstrating her immaturity in front of the court rather than appealing to an age number. No need for a hard one size fits all age. If one exists, it should be an age when they definitely cannot consent - see my 3rd point in the OP.
