Time will always be relative to space. If time changes. so does the space around it. I think it would "feel" the same.

Time feels like it sped up sometime around 2013-14. The world has also seemed smaller since then.

8 am to 3 pm lasted FOREVER in high school and now it goes by in the blink of an eye.

Our perception of time is adjustable, and is often regarded as having been perceived faster or slower depending on the activities we are experiencing. Noteworthy mentioned are the slowing of time during periods of boredom, and accelerated time when excited. Some substances exaggerate this altered perception such as taking hallucinogenics, or amphetamines. As an adaptive species, I'm inclined to believe that the vast majority would 'adjust' to any background change in our motion in space-time without any notice. Whether we would even be capable of noticing any change in the speed of time beyond our own perception though, I mean maybe, but we might just carry on as normal without any knowledge of the difference.

The only way we measure time is by picking something we hope is constant and locking it to that instead.

If the thing you lock it to starts to change in it's environment then you're shit outa luck.

Time is measured by the time it takes the sun to travel across the realm.
