It's for US "citizens", but it's be surprised if a similar scam wasn't used in most nations.

TPTB like voluntary systems of Enslavement.

Voluntary servitude absolves them of most of the karmic responsibility.

But they don't have to make it easy to learn how to volunteer out.

You're over thinking it. They have a Machiavellian establishment system that is simple over all but complex in their executions and schemes. That's it. The rest are idiosyncratic indulgent hobbies for them.
