Quota of 5,000 added to some 20,000 already here before war

That's the first sub-heading. It's just 5,000 (20% of the headline figure) - who will be deported as soon as the war in Ukraine is over. They do expect tens of thousands of Jews to immigrate permanently from Ukraine, and possibly even more from Russia.
