Since the interior is open across multiple stories, and it has those big factory-eske windows, I'd assume a factory or light industry.

A prison. At first I was thinking a school. But then I remembered that schools and prisons are built by the same people for largely the same purpose so I had better check first that it's not a prison. Then I saw the bars on the windows where it alternates which side gets normal vs non-normal windows. So that implies two populations occupying opposite sides of each floor, one of which needs bars.

It's definitely not a prison, it's near the port so it most likely would be a manufactory or just some port related factory.

    It's in Latvia, Liepāja, this is most likely an Empire time building I would like to presume due to it's bricks and due to the proximity of the port, it's literally in the port area and the port was expanded upon in the Empire times.

    The backside has definitely seen better days. That whole port area has some amazingly 'vintage' buildings.

    Some of the buildings in that area look like something you'd see on a movie set. Same with all those detailed brick port/factory buildings, and that round brick guard tower at the port entrance.

    Interesting range of different styles of houses in the different areas.

    Those buildings are apartment buildings, people live in those till this day, it's just Imperial era buildings, those buildings can be quite warm actually even with their lacklustre appearance, but they probably have 1 or 2 toilets for everyone in the building. The building do look authentic for their age. Imperial buildings are very extravagant and quite great to look at, we have some under renovation right now.
