What if the world is rigged almost by design? That things are always going to evolve so that the most heinous gets in the highest levels of society. Or it can be that its just "easier" to take the evil road than the good road. Either way, it's still messed up.

Socio-economic hierarchies are a filtering system that filters for sociopaths. So the only solution is to reduce the size of the power structure, but this requires each individual to become more self-reliant and independent, which is not something most people are motivated to do until they realize how broken the power structure is because it destroys their life in some way or another.
