Yup. There is clearly a very professional camera in that shot too. That means at least two, and going by the angle of the first one up to 4 very expensive, studio quality cameras. This is most likely being done in the same studio as the news broadcast.

Maybe they filmed it for another story, for whatever reason the wrong pre-recorded clip was played but I don't think that necessarily means it was nefarious.

A pre recorded video would have to be cued up, and it would NOT have shots of the other cameras in it because it is trivial to crop it out. This is a LIVE shot. They switched to the wrong live shot.

Why would a live shot be set up with another camera in frame? It's too janky and amateurish really to seem serious

There are 4 cameras, they all moving around and the director selects the one to use. When they switched to the wrong camera it was done on accident. No one "decided" to use the camera that had another camera in shot, it was simply done on accident. No one "set it up" like that.
