He clearly refuses to cooperate with the ranger, saying "no" to the request to turn around. At that point, he's still just challenging the ranger, but he apparently began to physically fight the ranger when he tried to take him into custody.

At that point, the shoot became justified. Whatever that kid was thinking was pretty dumb. The family is trying to pretend he didn't physically attack the ranger, but it appears he did.

Notice how they don't interview the witnesses who were right there?

It's called Psychological projection, criminals use it all the time.
