The government already operates most of those public facilities I mentioned, so having to shut them down when it loses them money doesn't make sense if there wasn't a deadly virus going around.
The most egregious example being the Olympics. Japan was forced to delay the games by a year, and even today, they still wont make their money back since spectators are banned.
Such a massive pandemic that the walmart never closed but fuck you if you're a mom and pop store YOU have to close and lose everything because the waltons need a 10th yacht.
Walmart was still affected. Even though it's true stores did not close completely, they were still forced to implement indoor customer limits, as well as ban the sale of non-essential items.
Also consider the size and scale of a Walmart vs Mom & Pop store. Walmart has wider aisles and better ventilation systems, although I would support taxing Walmart more and sharing the revenue with other hard hit businesses.

Governments are fake. The US is a corporation called United States Inc chartered by Congress LLC which was chartered by Association Inc.; not that anyone reads a book. National and state Governments are incorporated.
In addition, US inc is a self-funding quasi public-private corporation so it cannot be in debt to itself but for some idiotic reason congress llc allows US inc to borrow from private scumbag bankers to issue bank credits w/ interest.

Read my post again. I'm not actually defending Walmart, but there's more nuance involved as to why they didn't shutter their doors.
They still sold essential items like food, which everyone needs to survive. And given how much bigger their stores are, it was possible to social distance. But they should have been heavily taxed or banned from selling non-essential items like video games.
That doesn't explain the many layoffs of public servants who depended on those services. Like bus drivers having their hours reduced or cut entirely.

We had a chance to prepare, but too many idiots felt it was more important to infect as many people as possible, instead of avoiding social gatherings. That's where the fault lies. Every passenger who came back from China had a responsibility to quarantine for two weeks. They refused because they were either ignorant or an asshole.

That's not the fault of lockdowns. People were going to die simply because Hospitals were overcrowding with dead bodies. That's how bad the situation was when we let Covid get out of control.

The Tokyo Olympics had to be pushed back by an entire year because of Covid, and even with the games officially starting tomorrow, several athletes have caught the virus and can't leave their hotels.

What kind of data would they be looking for that got the Olympics cancelled for an entire year? Whether or not the virus was deadly?
Several countries (who were not ran by staunch right wing idiots like Trump or Bolsonaro), already knew that and immediately declared a public health emergency was now in effect.
Japan also got this right in the beginning as well. Shinzo Abe or whoever was Prime Minister of Japan last year, was not going to host the Olympics at a time when maybe half the world was still marching in the streets against masks, and doing all other sorts of stupid shit before governments got their act together and enabled restrictions.
One year later, Japan was almost on the right path towards opening up and even hosting a safe olympics but 'shocker', the current Prime Minister is another Conservative fool who dismissed concerns that Japan was still not fully prepared to host the games safely and that more effort should have went towards supporting the local health industry first.
But since the country already pissed away Billions of dollars in a botched effort to try and save face, the Olympic games were scheduled to go ahead anyway. But the problems with doing this are so apparent. Several athletes are already confirmed sick, while they're still expected to compete in physical sports. It wont surprise me if we hear more confirmed cases over the next two weeks, especially when Tokyo itself has also seen cases skyrocket in the past couple of days.

There was already data. Images from late 2019 showed China was having trouble containing this new disease. The Chinese government was desperate to roll out field hospitals and tell Wuhan residents to avoid leaving the province to stop the spread.
Japan hosting the Olympics last year would have been a move of dumbass proportions, since they would have let in thousands of foreign athletes and spectators from around the world, most of whom would have walked straight past the airport gates and infect the native Japanese population without a single care in the world.
