Why are forums cracking down hard since the (ahem) 'election'?

To be fair, internet moderators have always been tyrants. I remember getting banned from forums for stupid reasons 15 years ago.

How come most forums are just mindless arguing instead of getting into deeper discussions?

Dopamine-seeking behavior. Anonymous image boards tweak the cycle by breaking the link to identity, so reward comes from understanding each other, usually through memery, but occasionally through profound problem-solving.
