I feel like they are always one step ahead of the curve. Maybe because their government is also one step ahead of the curve in terms of implementing authoritarian and intrusive technology.

Well it's the people who keep the government running and developing, not the other way round.

All of this facial recognition/mass surveillance stuff was pioneered in the West. Like it usually goes, China just copies.

The West makes it, China tests it, then the West uses it. Is that how it goes?

Their government just follows in the steps of western governments. The difference is that in the West most people don't mind it. Hong Kong protesters get a lot of sympathy from the West, where all these technologies have already been implemented, isn't it ironic?
