This happens all the time, at every level of government, and regarding any issue that comes up. OF COURSE they do this with the Coronavirus as well.

It's just interesting internationally to see many different countries act in such a "coordinated" way, when they can't really ever agree on much of anything most of the time. It really is a monkey-see-monkey-do thing at the very highest levels.

To be honest I don't see that much disagreement between governments of many countries. I see it on the political level, but that's actually different than the running the government level.

What I see is all politics and government is about being given responsibility for "things". That is not very specific. So there's a massive amount of pressure to deflect responsibility for anything that goes bad. So why did you pick that coronavirus set of actions ? Well, I had to, because the entire EU was doing it. It's that kind of thing.
