And he couldn't have done this at the start of his presidency? I'm not holding my breath. We'll see if something actually gets signed.

Donald Trump plans

Is pretty much a useless statement at this point. He has really bad follow through so this could just be red meat for the base if nothing more. It took him almost 2 years to even begin the process of withdrawing from the Paris agreement and even that has a built-in 1 year withdrawal period. So it essentially took him 3 years to do something he railed against relentlessly.

Bingo. It's good to hear this, but it doesn't mean it's going to happen, realistically.
