Is there a process for recovering abandoned or inactive subs /u/magnora7?

There is, but you're not going to like learning what's involved in recovering them.

It's possible. /s/Canada seemed abandoned. M7 allowed me on and I brought on every Canadian that wanted on. Many months later he showed back up and was fine with it. That's the only time I'm aware of.
