It's the little [-] icon to the left of the "insightful/fun" buttons. It's not the same as reddit's version but it serves largely the same function.

Oh, you mean the collapse link. That doesn't permanently hide the user. I thought you meant the explicit "hide" link on the sub list page, which persistently removes the post from your view.
