And I know many people in China is targeted their neighbor's dog because the barking is annoying.

If someone tries to do that to my dog, it wouldn't end well.

Stray dogs though, are dangerous to people around them. As long as it's relatively painless (or not intentionally painful) I don't care, do what you gotta do.
