So because in Venezuela putting criminals in prison was seen as an evil right wing thing (as is currently the view of the regressive left in the West at the moment) people working in these government run food companies were simply stealing the food knowing full well nothing would be done about it.

This is why eventually Venezuela's markets were empty and the country collapsed. By the end gangs were literally stealing everything and selling it abroad. Power to the people.
