Are the "they" who launch rockets the same "they" wanting average people to cut back or they completely different theys or is there some they overlap of theys?

For the common man to drive his car legally on a public road in the States, the government requires that he pay for a driver's license and then register the vehicle with the government: pay sales tax when he first buys the vehicle, pay property tax yearly, pay for the annual registration sticker on the license plate, pay for car insurance (liability at a minimum), and pay tax on the fuel at every visit to the gas station. NASA, which launched the rocket shown in this video, is part of the government, the same government that wants its citizens to stop buying cars that burn fuel albeit in much smaller quantities than rockets. Those rockets require tons of fuel.
