Fun fact about Madagascar. The communities in the remote countryside are anarchist in all but name. Self rule. No rulers.

A govt office may exist in a Madagascar town, but it's typically just a facade for foreigners. Maintains the illusion.

Prison systems are created in societies with a ruling class.
You won't find members of the ruling class in the prisons.

Free society's have few prisons/prisoners.
Free society's handle their internal issues locally.

You made some interesting points about governments, or lack thereof, and prisons, where the ruling class are exempt from their own justice system. It's kind of a mystery how a ruling class takes power to rule over their brothers and sisters.

In the old days, the most blessed nation on earth (Israel) had no government and no king since the LORD God was their ruler, but then they fell away and rejected God and demanded that a man rule over them like all the other nations.
