It would have been unconstitutional anyways. The Constitution gives the states not the federal government the power to run elections. Even if the bill had passed it would have been null and void.

Governments are by definition evil and easily corrupted. The beauty of running elections at the state level is any cheating is contained within the state so that it doesn't corrupt the entire country.

I wonder how it would play out. The U.S. Constitution allows Congress to make or change voting rules, but says nothing about overseeing the voting. The authority to run the election, even with rules coming from the Feds, would still fall onto the States.

Article 1. Section. 4. The Times, Places and Manner of holding Elections for Senators and Representatives, shall be prescribed in each State by the Legislature thereof; but the Congress may at any time by Law make or alter such Regulations, except as to the Places of chusing Senators.

The Congress shall assemble at least once in every Year, and such Meeting shall be on the first Monday in December, unless they shall by Law appoint a different Day.
