You don't need CFCs for refrigeration. In fact the lateat refrigeration standard is just highly pure propane.
He's probably talking about HFCs.
Propane is flammable, so has limited applications.

Flammability is not a problem in a low oxygen environment.

I was thinking in the situation of a leak. Of a vehicle's AC system for instance. The only low oxygen environment in the case of a leak would be in space.

The tiny amount if propane in a refrigeration unit is not dangerous even if it were to leak.
