I mean this dead seriously, it seems like some kind of programming went haywire: he has somehow been programmed (or at least briefed) to publicly reinforce the conflation of anti-vaxxers with "loony conspiracy theorists" (aliens, moon, etc.) but with his accelerating dementia couldn't keep it all straight and just started spitting out a garbled mess.
