Why not convert the empty mall into housing? A horizontal condo building, it already has all the infrastructure they could partition it and sell off units.

I agree completely. Each store could become a $20k house. Only problem is bathrooms though... most of the houses wouldn't have a bathroom then, it'd be like a shared floor bathroom unless you re-plumbed the whole building which isn't worth it. And also you'd have to install showers and stuff too which don't exist there
