What's are good starting laptops that can emulate PCEMV17 (Win98SE) AT LEAST AT SOCKET 7 PentiumMMX200 preferably an Overdrive without extreme stuttering during early 3D gaming like Need For Speed 3?

So what are good starting laptops that could handle it? Mom has a Ryzen 5 mini PC with a Radeon 8 and it surprisingly runs PCEM at an MMX200 Win98SE build with Voodoo3 no problem but it struggles at running Need For Speed Hot Pursuit 2 the tropical one on Dolphin yet can run Toilet Princess without any real struggle once you set the Vulkan graphics up.

I'd suspect an issue with optimization of the emulator, I very much doubt that hardware would struggle to emulate that game. I've emulated newer games than that on older hardware than that. Do you know if other people are unable to run the same game/emulator combo without problems?

PCEM requires a decent single core as it only uses one core but it's requirements are pretty high. I am not sure if I-5's will work. On Mom's Ryzen 5 Mini PC I can safely emulate a Socket 7 Pentium 300 and remain at 100 percent for medium tasks with Win 98SE and Voodoo 2 but I don't know what that is equal to in Intel's version.
