This is a really stupid quote; it's controlling the software and hardware specifically to prevent piracy. By controlling the software and hardware you can prevent direct access to the original compressed video and audio streams, ensuring that any pirated copy is essentially a recording -- either recompressed and lower quality than the original, or a massive uncompressed file.
