Sounds like a weapon to target dissent only. This will be used for evil.

Guaranteed it'll be used for both sides and it might even get you a point where with other technologies that they have such as frequency manipulation that can use your skeleton as the receptor and make you do something without you even knowing that you were being manipulated into doing so. With those technologies you could really take like totalitarianism to a whole other level
