This idea is not new, they have tried to float it for at least 6 years. The whole Infrastructure package is starting to sound as pre-planned and pre-written as the Patriot Act and everyone's favorite the AUMF.

I see a new industry popping up that reduces what mileage your car's ECU reports at inspection.

Fucking the poor over the hardest, naturally. Everyone else can afford a new car; you think the poor like driving beaters around? It's because they can't afford a brand new car.

Of course this is entirely the idea. They want the poor out of cars and onto buses. I've been a fulltime bus rider before. Even with a good transit system the bus kind of sucks.
