I think the best use of such a voting system requires that identification be moved to a separate system, and that the voting be performed on an AUTHENTICATION basis.
That is, by REGISTERING as a voter you might get a set of keys that allow you to authenticate your vote without identifying you as an individual. The system would show "Authenticated voter 123456789" along with their vote, with "123456789" being an indicator of valid, and unique voter that is not linkable to any real-world identity.
