The AI discovered that the best way to make sure criminals aren't arrested again is to start feuds between gangs. 0% of criminals killed in gang wars shortly after getting out came back to jail.

In the alternative, the AI discovered that lessons on not getting caught also dramatically reduced recidivism.

AI isn't as smart as people think.
