I think it's a peltier element, so it might actually be an air conditioner. But it's still probably very weak

How is that actually an air conditioner though? Is it actually removing heat from one part of the air and exhaling it to another?

Yes, peltier elements work that one side gets hot and the other side gets cold when electricity is applied. So then you put a heatsink on both sides, Then the cool side you blow toward the user, and hot side you blow away from the user.
I once tried to make a hat with peltier elements in it. The problem is the hot side gets so hot that after 10 mins of operation the cold side gets overheated by the hot side. So it's a pretty fickle device

Oh, interesting. How cold can it get though?
Does it have some hard psychics based limits like swamp coolers do, or is it like actual AC in that the only limit is really your system for the most part?

It can get quite cold very quickly, like -30C within minutes. However the cold side gets warmed by the heat creep from the hot side. So after a few minutes the cold side will warm up because the hot side is so hot. So it requires either partial use (not max temps) or a very good heat-removal system.
