Car semi-automation can actually work, as long as there is good network coverage - have a single human operator center (say, 50 operators) per X cars (for example 10,000), who can take control of the vehicle once it us "unsure" of the road. This would be a subscription based service, of course.
The fallback to this would be the cars slowing down, and eventually stopping, if the drivers do not take manual control.
