It all boils down to the subtle differences in language. African-American English (AAE), often spoken in urban communities, is peppered with racial slang and profanities.

Even the article is racist.

That is definitely not a word that is casually thrown around by African Americans.
That's overwhelming a white man's insult. And also Dave Chappelle, but he says it with less vitriol.
