What's the difference between Texas corn and street corn?

Most of my family is of the mind the best sweet corn is grown in PA, whereas I think Texas grows some of the tastiest corn. Mexican street corn, elote, is seasoned and grilled corn. I don't see it much outside of fairs.

I was told that if you grow watermelon, plow it under, and then grow corn, that the corn will be super sweet.
