Tao Te Ching, Chapter 17

When the Master governs, the people

are hardly aware that he exists.

Next best is a leader who is loved.

Next, one who is feared.

The worst is one who is despised.

If you don't trust the people,

you make them untrustworthy.

The Master doesn't talk, he acts.

When his work is done,

the people say, "Amazing:

we did it, all by ourselves!"

Well quoted. I do believe that all deeds perpetrated by those running the farm, are advanced to the point to where any single definable 'point', such as 911, is always built with multiple ways to it, as well as multiple desired/expected results from it.

In so doing it makes it hard to even see what really happened; almost like how a few drops of oil effects calm water.
