Here from a 1981 book by Bilderberger Jacques Attali [not Attalli] is an example of the Elite's mindset:

plenty of room, flyover states are basically empty, things only look crowded in big cities

when i say that there are too many people in the world, i am not saying that there isnt room for them to live.. i am saying that we dont have the resources to feed ten billion people.

our natural resources are being stretched thin. our fresh water is scarce, which creates many difficult situations.

i am not suggesting that there isnt room to live in the middle of a prairie or elsewhere.
