This probably belongs in conspiracy theories rather than quotes. The evidence that he said this is scarce at best.

Maybe.

An acting president can arrest and disband the CIA, but can't send them to jail.

They have more connections than the police, so the qualified immunity and jury nullification techniques would work even better for them.

And once they are released, the acting president will pay for his sins and the replacement can just reinstate the agency.

So, even if the army, the president and the people want them gone, much preparation and cooperation is required.
