Prussian system of education. Created in Prussia to make people who were good factory workers, who were obedient, who were afraid to question authority...Imported to do the exact same thing in other countries throughout the world, including the USA.

It's certainly not the standard in the UK although we have plenty of teachers who do this just because they're crap teachers.

I have a friend who had the job of teaching rich Asian (from Asia that is) kids to take the UK English A levels. She basically had to spend a whole year teaching them how to think because all they want to do it be told the correct answer which they have to memorise and regurgitate it in the exam. This simply doesn't work for UK exams, how you get you your answer is more important than what it is.

Well, we had a decent one (though it certainly would have had to have been revamped for the modern age) which was what was replaced by the horrors of the Prussian system:

With industrialization, I am inclined to wonder if the Prussian system didn't metastasize to the entire 19th century western world and then huge chunks of the east.

The Post WW2 US global empire did a thorough job of spreading this educational system around the globe.

Elite private schools for the wealthy generally do not follow the same guidelines.
The places where future leadership are groomed.

I think you have a point here. Those elite schools use IB material and books, while in public schools kids are taught a completely different curriculum.
