How do you judge the power of a government? Almost all current day governments are the same and cause the same destruction on their own people.

Nope. There's one that overwhelmingly overpowers all the rest. It has a military larger than half the planet, which it does not need to defend itself, and which it uses to start wars all over the globe.

Lots of governments out there actually like their own people, and will take actions to benefit them. Weird idea, I know.

Pretty sure some governments are more powerful than others and some governments are more controlled by the oligarchy than others.
