I don't understand how any sane person could hear this and not realize they're living in an authoritarian dystopia.

They're not called NPCs for no reason. They are living through their lives like robots, carried by the momentum of the environment they're in, too afraid to rock the boat and risk losing validation from others. It's a combination of low IQ and cowardice, which often are related.
