Pretty sure the point of the comic is that US attacks in the middle east started under Bush, continued under Obama, hasn't ended under Trump, and won't end under Biden.

It's been over a decade since Bush was in power. We can't blame him for the conflicts in Iraq and Afghanistan at this point. It's on the people who refuse to get out.

You do realize that the destabilization and other problems started by Bush/Rove/Rumsfeld &c (and extending back to Reagan and earlier) have required years of work to get the US out of those areas, and may never end completely. This isn't about blame. It's about our understanding of the trajectory of events.
