Probably because the media was not allowed to use the actual photo (disclaimer: I am talking out of my ass). Whatever the reason, this is wrong. If they had no photo they should not have used one. My country's news sites always use one of the 5-6 stock photos for 'rape' and 'child abuse' for all such related things, but not an actual photo.

They also could just use no photo. The picture doesn't really matter
