Errr... I can't find a PGP public block for qubes-release-4-signing-key.asc on Kleopatra or GPA. I downloaded the 'PGP Key' on this page: https://www.qubes-os.org/downloads/. Perhaps you mean the detached PGP Signature File (by clicking the 'Signature' button)? https://mirrors.edge.kernel.org/qubes/iso/Qubes-R4.0.1-x86_64.iso.asc If so, no, it doesn't contain that.

Sorry, but why does this matter? I thought we were trying to verify if it was signed by the Master Key, and to do that we need to get the 'Decrypt/Verify' problem to be fixed.
