This is in the context of the US.

It helps to give teeth to the legislation. Legislation can impose all the fines it wants, but that only works if you think of all of the fineable things before-hand.

Suing is the other legal method of inflicting a penalty upon those who are doing things wrong, and it (iirc) allows a judge to properly determine the penalty and compensation (within bounds set by legislation).
