Probably any Linux distro if you do regular privacy stuff.

Tails is the most focused on that matter but 0 convenience.
If you want a bit of both and latest updates use Manjaro.

tails, kali linux, qubes os, freebsd.. just don't use se linux (nsa).
i used tails for years, but it was a bit spartan, so now i use torbrowser inside a debian virtual machine.
there are 'hardening' guides for most distros.
