The shooter is white, a conspiracy theorst, mentally ill and has easy excess to guns? Solution:

Combat white supremeacy with swift execution before due process of hate crimes, pass red flag (soviet) laws to prevent pre-crimes before due process, pass TAPs act for easy surveillance of dissidents and those deemed mentally ill by the state, have FBI say that dissidents and conspiracy theorists are violent and could be mentally ill, pass Baker Act Laws, and gun co trol laws.
